PUTRAJAYA, June 14 — The 80th National Council for Local Government (MNKT) which met today agreed to establish a committee under the State Executive Council Meeting (MMKN) to enable Local Authority officers (PBT) to be posted to other PBTs.
The Ministry of Local Government Development (KPKT) in a statement issued in conjunction with the meeting said it aims to empower the delivery of local government services through improving the experience, accountability and credibility of local government officers.
According to the statement, Public Works Department professionals were also recognised as a professional body representing the government to obtain a Certificate of Completion and Compliance (CCC) for buildings built using conventional methods within JKR.
“It aims to improve the security aspect so that all government buildings involved will have a CCC and then meet the prerequisites to obtain a Fire Certificate and be insured,” according to the statement.
The 80th MNKT was chaired by Deputy Prime Minister Datuk Seri Fadillah Yusof at Parliament Building, and was also attended by the Minister of Local Government Development Nga Kor Min and, among others saw the presentation of seven papers and outlining two main strategies which are enabling human capital and improving local government governance .
MNKT is a medium of consultation for the formulation of policies related to local government affairs between the federal government and the state government in accordance with Article 95A of the Federal Constitution.
According to the statement, the meeting also agreed to the proposed amendment to the Second Schedule, Strata Management Act 2013 (Act 757) to enable the holding of annual general meetings, extraordinary general meetings and management corporation committee meetings in strata development areas to be implemented based on the new norms.
“It is either completely online or online and face-to-face (hybrid) according to the procedures and implementation methods outlined,” he said.
It hopes to provide convenience or choice to the developer, the Joint Management Body and the Management Corporation in meeting the requirements of Act 757 and protecting the rights of the strata community, according to the statement.
For the process and procedure improvement strategy at the local government level, the One-Stop Centre (OSC) 3.0 Plus process and procedure efficiency improvement initiative and development plan approval will be implemented to shorten the approval period for the development plan and planning permission (KM).
OSC is an electronic system for submitting applications and processing applications for progress control.
According to the statement, the government through the Ministry of Public Works also agreed to improving construction quality monitoring mechanism in addition to improving the existing monitoring mechanism of the industrial building system (IBS) through the proposal for strengthening the implementation mechanism of the IBS in the construction industry for the private sector which emphasises the setting of 70 IBS score.
The meeting also took note of the waste eco park guidelines developed by KPKT as a guide and reference by the state authority or PBT to consider applications related to the development of waste eco parks in creating a conducive ecosystem towards the economic cycle, the statement said.
MNKT today also took note of the procedure for cutting electricity supply on premises violating Local Government Act 1976 (Act 171) and the Town and Country Planning Act 1976 (Act 172) by the Ministry of Natural Resources, Environment and Climate Change.
The procedure will allow the PBT to shut down the electricity supply to curb or reduce activities in premises that commit offences under Act 171 or Act 172.
