KLANG, Dec 9 — A third port on Pulau Carey is set to be built in 2028 to enhance Port Klang and Malaysia’s container handling capacity, with an annual processing capacity of up to 30 million twenty-foot equivalent units (TEUs) once it starts operating.
Port Klang Authority chairman Ean Yong Hian Wah said the third Pulau Carey port is a federal government project and large-scale infrastructure endeavour for the country over the next 30 to 40 years, whose construction will start in 2028.
“We are waiting for the federal government to appoint a contractor for preliminary work such as master planning and land acquisition. These initial procedures will take one to two years to complete, so it is expected that the third port plan will start as early as 2028,” he said.
On November 3, Transport Minister Anthony Loke said his ministry is refining the overall development plan for the Pulau Carey port, with the first phase expected to be implemented during the 13th Malaysia Plan (13MP).
Loke said that once the Port Klang Third Port of Carey Development Planning Steering Committee (JPPC) finalises the implementation plan, it will be submitted to the Cabinet for consideration and approval.

Meanwhile, the Selangor government has identified nearly 1,700ha of land on Pulau Carey in Kuala Langat to develop the third port.
Menteri Besar Dato’ Seri Amirudin Shari said this includes 1,011.71ha of subsea land managed by the Selangor State Development Corporation (PKNS) and 687.96ha of coastal land owned by Yayasan Selangor.
“The state government will actively participate in the Carey Port Development Plan as it is a new catalyst for Selangor’s development over the next two to three decades,” said Amirudin.

Rail drives port transformation
Ean Yong pointed out that port development is inseparable from transport infrastructure, and Loke has repeatedly emphasised that logistics development will be focused on rail transport in coming years.
In an exclusive interview with Media Selangor, he said that Kita Selangor Rail, driven by the state government, is highly consistent with the federal government’s development direction for transport and logistics.
“The state government and Transport Ministry must work more closely, after all, railway development is still under the jurisdiction of the Transport Ministry.”
He emphasised that Port Klang Authority strongly encourages operators to transport containers to the hub by rail to reduce dependence on roads and alleviate traffic congestion.
“In the long run, rail will be the core direction of the future national logistics system,” Ean Yong added.

He also revealed that the federal government has allocated about RM100 million in the past two to three years to upgrade roads and related infrastructure around the port.
According to Ean Yong, Port Klang Authority plans to work with the Transport Ministry next year to install automatic weight detectors and CCTV systems on main roads to the port to monitor truck loads, curb overloading at the source, lower the risk of road crashes, and comprehensively improve traffic around Port Klang.
“The first phase will be weighing trucks at the entrance of the port, and each truck will be banned from entering the port if it violates the overloading rule three times.”
“The second phase is to cooperate with the Transport Ministry to install automatic detectors on main roads to the port, and if overloading is detected, fines will be issued directly to the companies,” he added.

Digitalising port business
To ensure ports evolve with the times, Port Klang has gradually implemented a digital business model and is moving towards smart port development.
Ean Yong pointed out that Port Klang has launched the Malaysian Maritime Single Window (MMSW), which allows shipping companies to complete customs declarations through the system before the ship arrives at the terminal.
He said this would effectively shorten cargo flow time and improve the port’s overall operational efficiency.
