PUTRAJAYA, May 29 — The Ministry of Finance (MoF) has issued a stern warning that no party is allowed to use another individual’s MyKad without consent to obtain subsidy benefits under the BUDI MADANI RON95 (BUDI95) initiative.
In a statement today, the MoF said it takes seriously several recent complaints regarding alleged unauthorised use of MyKad information in BUDI95 transactions.
The ministry stressed that the use or possession of another person’s MyKad without lawful authority is a serious offence under Regulation 25 of the National Registration Regulations 1990, which carries a fine of up to RM20,000, imprisonment for up to three years, or both upon conviction.
“In this regard, the MoF is issuing a stern warning that no party may use another person’s MyKad number or information without permission to obtain BUDI95 subsidy benefits,” the statement said.
The MoF said it has therefore instructed fuel retail companies to tighten compliance with the standard operating procedures (SOP) for MyKad verification in every BUDI95 transaction.
“Any transactions carried out manually without prior physical verification of the MyKad are not permitted, as they open the door to unauthorised transactions, subsidy abuse and breaches of the integrity of programme implementation,” the ministry said.
The MoF said it has also directed fuel retail companies to conduct further investigations into transactions identified as violating the SOP and to take appropriate follow-up action against the stations involved.
“This includes strengthening internal monitoring to ensure continued compliance at all petrol stations.
“Corrective measures have also been issued, including retraining of frontline staff, display of the SOP at payment counters, as well as appropriate compensation to affected customers, subject to the outcome of the investigation,” the statement said.
According to the MoF, fuel retail companies have also been instructed to contact the affected MyKad holders to discuss the matter further.
“The MoF will continue to monitor BUDI95 transaction patterns at all petrol stations and will not compromise on any non-compliance with SOPs or misuse of targeted subsidies,” the statement said
BUDI95 recipients are advised to check their transaction records via the portal https://www.budi95.gov.my and to immediately file a police report in the event of any unauthorised transactions.
Affected recipients may lodge a complaint within 30 days of the incident with the BUDI MADANI Contact Centre (BMCC) by submitting the required supporting documents for further action.
The required documents are a police report stating the date, time and details of the petrol station involved; a copy of the complainant’s identity card; and a list of transactions.

The ministry also urged the public to remain vigilant and not to share MyKad information with any party for subsidy transactions.
